While Daylight Savings Time is not observed by all countries, or even within countries that do, there can be variations in when it's applied. For example, Arizona,Hawaii,New Mexico & Utah along with the overseas territories of American Samoa, Guam, Northern Mariana Islands, Puerto Rico as well as The United States Virgin Islands skip the DST shenanigans altogether.
